Havana parqueo

You have to be careful about your car when you're in Cuba. You can't just leave it anywhere, if you do, there is a good chance you will find that something has been stolen. Usually it's stuff like wheel cover, outside review mirrors, or perhaps the wheel itself. So all over Cuba you can find parking places where people guard your car 24 hours a day for a fee of a dollar or two.
The two parked cars belong to the guys guarding the rent-a-cars inside the fence.
